原因是：There is sufficient funding to pay thesalaries of the new officers, but not the salaries of additional court andprison employees to process the increased caseload of arrests and convictionsthat new officers usually generat。
照我这样的理解思路答案是D，可是文中答案是E，我却认为E是加强了结论。我知道我的思路肯定是错了，可是怎么也拐不到正确的答案上去。求指点！！！

E的意思是Middletown警察和市民的比例，已经到达了可以制止犯罪的数量了。所以就算增加了薪水，警察需要办的案件也不会增加，所以，增加薪水是徒劳

这题不是说得结论的问题。说的是一个因果关系：
因为增加了警员但没提高逮捕和认罪数量，所以增加警员是愚蠢行为。

D应该是无关选项。
E说得是这么做不是愚蠢的，用处是增加威慑力。

题意说的因果关系应该是
增加警察了工资就要增加，但是额外增加的案子引起的花费又不够付吧？？？？还是不明白，求各位大牛再看一眼这个题，求解答！！

粗心了，D选项说的是In most United States cities,而不是Middletown.

米米的观点是D错在in most united states，我觉得很有道理，同时我还想，是不是因为D说并不是每一个arrest都会导致conviction，但是既然会增加arrest，那么funding就不会够，就起不到削弱观点的作用。

E选项的意思是，随着new officier人数的增加，对犯罪会起到一个威慑作用。 如果E选项成立，那就不需要付薪水给原文中提到的额外的prison employees，所以削弱了原假设。
