C指出downtown试图采纳的低税收是个笑话，因为这个所谓的低税收比suburb的还是高。明显削弱

B即便不是一个有利条件（空地多按说商家可选择的余地就大，应该更吸引商家），似乎也没有削弱downtown官员的计划。

D没什么联系……至少题目中没有明确说是要把 已有 的商户吸引过来，只说是希望有更多的商家来。

officer们关心的是有更多的商家来呀，A只提到了downtown目前已经有的商家的状况，似乎和主题没有什么联系？
