我选D,不晓得对否。理由如下:
题目是要说:要支持这个观点:尽管buyer可以认定商业价值,但是就是部调研他们。换个说法就是要驳斥这个观点:因为buy可以认定商业价值,所以就要调研他们。

A:题目说:能否认定商业价值->是否调研他们。所以获得商业价值是无关选项;
B:旧的技术是否能够得到improve没有提及。本文只探讨技术的市场推广,市场推广和技术improvement之间的关系没介绍,所以我也不知道。无关选项。(另外,如果,题目不说improve的问题,改成旧技术的市场推广问题,就有可能成为正确答案)
C:和投资者完全无关,只是调不调研的问题。至于是否为投资者调研这是做题人主观臆测。所以无关选项
D:谈到了潜在买家,谈到了新技术的界定,和原文的potential buyer和determine a technology挂钩,相关选项。先放着
E:原文谈经理和买家的比较。而不是开发者和买家的比较。无关

剩下D,只能选D。至于意思是否加强或削弱么,自己品一下吧。
