P 城市的建筑被来到P城市的旅游车的尾气破坏了。由于没有足够的停车位，所以这些旅游车就每一站都在路边idled（汽车不开，但是发动机开着，同样产生尾气）而车这种行为所产生的尾气和汽车在运行时产生的尾气一样多。所以这个城市就想出一个办法，建了更多的停车场，能装下三分之一的旅游车（这样一来汽车就可以把发动起关了停在停车场中，就不会产生尾气）所以P城市汽车产生的尾气就大大减少了。
C 是说旅游车很少在P城市transport游客（暗含的意思就是说汽车在运行时产生的尾气本身很少，这个城市本来的大量尾气是来自于汽车idle在路边，所以城市尾气的减少主要是因为汽车不再idle）support结论
B 的意思是P城市的建筑没有被其他pollution影响，而是（other than）被汽车的engine exhaust污染，（我个人认为engine exhaust 包括汽车空转时产生的废气和汽车运行时产生的废气）这样一来根据conclusion是汽车空转是产生的废气减少了，所以城市污染就减少了，得出这样一个结论应当控制汽车运行时产生的废气不变或者减少，而B选项没有这样。C选项则是针对了这一点。

关键在于：根据题意：城市的总污染=汽车运行时产生的尾气+汽车空转是时的尾气
                 现在：              下降                             ↓                         下降
                                                                   则必须不变

注意文章的最后一句话so damage to Palitito's buildings from the buses' exhaust will diminish significantly.
所以我们只要support只要idle产生的废气少了,由汽车废气造成的危害就少了 ,就可以了
除了汽车废气意外还有没有什么别的污染环境是无关的~
