这道题目应该选C啊。因为说20的方案太多了，低收入人群用不完那么多，所以一次性买那么多并不能为他们省钱，因此才propose了10的方案。眼下之意就是低收入人群能用完10块9个fare tokens的方案。如果他们连9个fare tokens也用不完的话，那么所propose的方案也不能allieviate他们的burden。
