A在我看来是个无关选项。Ａ的意思是去年论文的通过率100%，而问题中的结论为去年发表的文章数量低的原因是离子加速器比较少。多少与通过率之间并没有直接的strengthen/weaken关系。E则是为数量低找了另外一个理由，这样子文中的结论就不一定成立了。

A 项只说明所提交的论文都发表了，但是并没有涉及具体论文数量的多少。常规来说，仪器维修期肯定会影响实验次数继而影响论文的提交数量，所有提交的论文都发表了，总数量还是减少了。如果这样理解A项显然就是间接增强了结论而不是减弱。
E 项的策略调整从另一个客观情况解释了期刊减少的原因。如果要深究，E项中有点迷惑的就是这个“RECENT”的时间界限。
