there are definitely students who complete the doctoral program with few, if any, publications or conference presentations. that is probably true of ALL phd programs. most people would agree that students’ success is going to be largely dependent on their own willingness to put in a lot of hours and hard work. everyone gets opportunities to do so, but students vary in their motivation to take full advantage of those opportunities.
for obhr, publications do help a lot in job hunting. there are plenty of obhr doctoral candidates approaching to the job market with one or even more paper published.
It's not recommended to finish in 4 years~~especially if you want to have papers published, which means you need to finish the paper in the 3rd year and you need to start in the 2nd...can not imagine that one year does not matter that much in academia~~
