这道题在OG12里也有，文章中有一句话overall consumer legal costs will be lower。我们可以推测，整体费用下降的原因可能有两个，一是做广告的律师降低费用，而是不做广告的律师降低费用。从题目中我们可以明显看出 the lawyers who advertise a specific service usually
charge less ，所以优先选C而非D

我觉的这个题确实应该选D。问题处在题干中的"must"上。如果要使整体的律师费用下降，我们不一定非要要求那些不做广告的律师也降价。比如，如果这些，没有做广告的律师保持他们的价格不变那么总体的价格依然会下降。
