D选项用这样2点理解就容易了：
1.
D说的是一个一成不变的事实，也就是说无论加速器有没有维修，都是一个加速器可以被多个组织使用。
也就是在文章数量变化前和变化后都存在这样一个常量，所以无法削弱文章结论。
只有常量以外的因素改变，才能影响文章的结论。
2.
D中有情态动词can，表示一种意愿，而不是已经已经发生的事实（即已经被几个组织使用），所以不能作为客观依据来说明论点。

我本来也是看了OG解答觉得奇怪甚至有点自相矛盾的感觉来看的，
综合第一页大家的讨论我有一点自己的想法大家可以参详一下：

D中说粒子加速器可供多个实验使用应该导致的结果是报告增多，反驳的是报告减少这一结果。就结果上来说应该反驳推理链（E反驳的是加速器减少导致结果减少这一推理链）而非结果。
就过程上来说D只给了建立在assumption上的暗示：不是由于加速器坏掉导致的结果（仅是暗示没明确说），但远不如E他因排除来的直接有效。记住，老外的想法都是直接的而EST也表示不应该做题目外的进一步推理，D就是这个问题，他不是直接反驳的而是多走了一步。

这题是要削弱文章数量的下降是因为粒子加速器的变少
其实BD都说明了会有更多的文章产生，但是你削弱是题目给的一个前提结论。
  E才是在这个前提下的他因解释

还是觉得B有道理，B不一定就削弱了题目给的一个前提结论呀，由于等待加速器的时间减少，发表的文章本该更多，可是事实上变少了，说明原因就不出在availability of 加速器上啊，这不就是从一个跟E不同的角度削弱了原argument吗？

If you think about it, the average waiting time to use the machine has nothing to do with either the research carried out using the machine or the publication later on.  Further, B) talk about the last several years while the conclusion is about last year.  So B) would not explain the sudden change to publications last year.

题中argue的是：accelerators out of service-->fewer articles

(D) Particle accelerators can be used for more than one group of experiments in any given year. 只是说明accelerators可以被更频繁的使用，没有说明accelerators能使用和number of articles之间的关系。不足以strengthen或weaken argument。
因为每个accelerator可以被多少groups使用，和有多少accelerators out of service的数字关系不明确

(E) Recent changes in the editorial policies of several physics journals have decreased the likelihood that articles concerning particle-accelerator research will be accepted for publication.引入与fewer articles同样相关的他因

替大牛回答下楼上的问题，虽然可能过期了。我觉得做这类现象原因的题时，不需要绕很多弯子，一个现象，一个推论，怎样才能更好的削弱呢，就是提出另一个理由，B和D的问题是一样的，都能得出写出来的文章不一定少，但到最后的目标“发表的文章减少”还有一步呢，就是说没有提出完整的理由，其实og也是这么说的，解释里的fewer指的是发表的文章。对于E来说就很明显了，不管其它事情怎么变，只要E成立，则题干中的推论就不成立
