文中不仅说了inflation可以忽略不计，而且还说了增加的幅度被适当的（duly）平均分到所有有资格的R国人（估计是想说没计算那些没资格被平摊的人，如小孩、囚犯等），所以C项违反了这个前提，补出后导致前后矛盾，所以是不对的。

受OG的惯性思维影响阿，我也做错了。。。

由结果“only by enough to provide them with a comfortable living”，可知，无论pension怎么长，等式左边的总和不变。
所以政府pension的增长，只是减轻了子女supplement的负担，并没有改善老人最终的生活标准。

分析得非常透彻！
我也选的C，当时想的是文中说inflation＝5%，跟20%比不与考虑，言外之意就是太小了。
C选项中rise especially fast in times of inflation＝25%。那不就是考虑inflation,正好可以解释生活没有改善了嘛。。。。
C的破绽在于they buy goods ... 。如果原文用bought的话，也许可以用这个思路来考虑C了。陷阱无处不在啊。
