这题我理解的是
它文章说the incidence of smoking-related health problems has risen steadily for the last twenty years.
那么如果All health care in Gandania is government-funded的话，那么禁烟虽然会减少国家税收，但是会节约更多的health care费用。
所以国家不会cannot afford

这道题我在寂静上有看见另外一个版本..貌似那个版本比较准确.
是说stroke because of allergy, 但花期短了，花也不会多，跟过去10年比，那些人也没有能在户外多玩儿。为什么allergy会增多?(还是不会下降)

貌似把逻辑寂静看一篇就能发现..

这题我的理解是
过去5年,B地的坐牢人数增加了,然后根据官方统计,犯罪案件的数量没有增加, 判定有罪的率也没有增加, 因此就是被判有罪的人的百分比增加了.
weaken:是被判坐牢的时间增加了.
本来按道理时间没有增加的话, 之前的同志应该已经被放出来了,现在却因为增加了时间还在里面呆着, 然后新的同志又进去了. 所以才造成了人数增多,而不是因为被判有罪的人增加了.
这样的话就削弱了.
