A recent report determined that although only 3 percent of drivers on Maryland highways equipped

their vehicles with radar detectors, 33 percent of all vehicles ticketed for exceeding the speed limit were equipped with them. Clearly, drivers who equip their vehicles with radar detectors are more likely to exceed the speed limit regularly than are drivers who do not.

assumption是必要条件，举个例子，马里兰州一共有100辆车，有3辆车装了雷达；一共有3辆车违章，其中1辆有雷达。
这个例子里面就一定没有两次都拿罚单的车。所以D不对。
