但是og中对C的解释是：even if the company is fully committed to reducing harmful emissions,it could be that installing scrubbers is the most it can do to reduce harmfule emissions.
我不明白选项C和它的解释有什么逻辑关系，怎么转都绕不明白，求解！！

C说的是没必要减排
注意这个是假设题，也就是结论必须建立在这个基础上
OG的解释就是说即使需要减排，也不影响结论，也就是说这个条件可以不要，所以就不能作为假设了
