C　州法律将会替代local Ordinances,　Local ordinances比州法律有着更加严格的禁烟规定．（等于是拿一个较弱的法令来替代一个较强的，当然是误导人们了）．

不会吧，B 里头的rural area根本就是缩小范围，题目里没有分rural和urban的概念，肯定错了。
