题目问的是：hourly wages must be higher, on average,

平均数等于（A+B+C+^^^^^^+N)/n，E只说了最高的工资这家比那家高，没有说最低的和其他的，所以不算是假设。

这道题要这样算：

工人数W一样,总工资这家的SUM比那家的多，根据公式Sum=W×average wage+W×allowance，所以average wage高，sum一定高，则必须保证津贴那部分相等或高。

也就是S说的
