这个是除了control 失败之外没有其他的原因会导致价格的下跌，而demand是其他的原因，所以要排除。

如果按E所说，1987年对于drug的需求下降了，那么price也是会下降的，就不能说明这个program失败了

原文如果成立：禁毒计划成功--》供应量减小--》价格不会下降
而，如果需求量同时也减少了，则供应少的情况下，价格还是可能下降的。
所以E正确：不仅仅是需求量小了，毒品价格才下降，还因为禁毒计划没有成功，导致供应量不减造成。
