这道题目应该是B吧~题目问：那个宣传手册会对选民产生什么误导？
而B说，那些真正被禁止吸烟的场所在郊区其实是很少的。换言之，当初你问选民：想不想全州禁烟？人家投你票了，说想。结果搞了半天，只在retail和office禁烟，而农村基本上没有retail和office，等于还是没有禁烟，岂不是欺骗了选民？
