答案是A，可我觉得D也对啊，学校设立了类似就业指导办公室帮助毕业生找到工作，这样不是有些本来要辍学的就不辍了会好好等到毕了业给安排工作么？

这道题要分清楚因果。
背景条件：原因A：学生觉得学习不能成功  结果B：学生辍学直接去工作
结论推理是这样：原因C：因为辍学的人少了    结果D：去年的措施有效了
那么削弱题一般就是对原因C削弱咯。不成立或者他因。你看前提，人们辍学干什么去了？去工作了嘛！现在告诉你，他们出去没工作了，踏踏实实就跟学校呆着了呗。
你说的D这个思维太具有跳跃性了。你假设所有的学生上学终极目标都是为了找工作哦~ 而题目里面没告你这些信息哦！他可能就是觉得上学没出路，耽误时间，所以才出去工作，你看这样理解，你的D还正确么？

我就讲讲A和D吧。
首先题目要求：most seriously weakens的

A，通常有RECESSION的时候，失业率升高。失业率是打击学生就业信心进而促进失学的，而不是降低失学的。。。

D 明显是antidropout program 里面的有效的措施之一，保证了就业，学生也有信心读书。我们现在要找most seriously weakens，D很明显是不会weakens文章论点的。
