A说，大多是支持扩张铁路的人，都希望能在自己驾车于高速公路上时堵车少点，言下之意，都希望别人坐火车，自己开高速，那自然即使扩张了铁路，也还是都往高速公路上挤~注意这句话：as the primary benefit they would experience。刚开始我也没注意，那就很难理解这个选项了，呵呵，后来看了别的NN的解释，发现的！
