题干说：公共交通系统不该给政府管了，因为政府政治上不能提价也不能减少服务。而如果私人运作公共交通，那么私人就会追求利润，那么就不需要政府掏钱来支持运作了

那么说白了就是政府考虑一些政治上的原因所以运行公共交通入不敷出，而私人就不管你这一套，他要赚钱，所以他就不管你政治上怎么着，这就是B说的政治上的考虑不会阻止私人去赚钱，这就是题干support了B

而看C，基本上属于无中生有了，题干中没有说私人要管政府要钱，而是说私人能赚钱，所以推不出来C
