when to get interview

I have a question that I hope experienced applicants could help:

For example, the application deadline is Oct the 8th.

And the school website indicates the interview notification is Nov the 8th.

Does this mean: before Nov the 8th, no applicant will get interview notification OR

this date is the last day to send interview invitation, i.e. btw Oct-8 and Nov-8, the school will give out interviews all the time?

基本上，我个人理解是，11月8号开始会陆陆续续发出面试邀请。因为从10月8号到11月8号之间，需要一个月审理材料，等差不多过关的时候再面试来确认。

seems that the admission rate among the interviewees is not that high as you said "almost passed" before the interview,
