Outbreaks
of Rift Valley fever occur irregularly in East Africa,

那如果我能知道什么时候会爆发，我不就可以提前注射疫苗了嘛

E说的就是，一个”天气情况“发生的两到五个月内，这个病一定会产生。

那不就是告诉我们，我们是可以定位这个病爆发的时间么。

可是题目也说了这种疫苗很贵啊，所以农民们不一定会使用啊。
我选的B，我是这样理解的，当RVF爆发后，其他国家就拒绝从这个国家进口家畜。  这样的话，农民们就会经济受损，他们自然就有动力使用这个疫苗啦。。

The rejection of importing of livestock by unaffected countries is always there. If farmers didnt bother about this factor previously, why should they bother about it now? Recent research on the other hand, help to predict the advance of the fever, thus will be rendered useful and boost the usage of vaccines.
