我选的是e，理由是只有当还有市场的情况下政府fund initiatives才有用，e选项正式现在的市场limited，所以经过政府行为刺激有潜力开发

我自己觉得还挺有道理的- -|||

我是这样想的，正是因为这样，所以政府采取了相应措施来扩大美国自身的市场，但是只有在市场有阔大的前提下才有被扩大的可能~~所以还是不太明白为什么e不可以额
