最后一句话我的理解是,that closed作为定语从句修饰every store

翻过来意思是:自从非打折百货店Colson's开张以后5年,一个新店在每个关门的店的位置开张了,原因是它没法和Colson's竞争。

In the five years since the opening of Colson's, a nondiscount department store, a new store has opened at the location of every store in the shopping district that closed because it could not compete with Colson's.

再结合原题第一句话Although the discount stores in Goreville's central shopping district are expected to close within five years as a result of competition from a SpendLess
        discount department store that just opened, those locations will not stay vacant for long.

打折店关门是因为更便宜打折店的开张,不是非打折店,所以B选项weaken结论

b. Increasingly, the stores that have opened in the central shopping district since Colson's opened have been discount stores.

好像有些明白了,这题中就是这个store那个store,搞得太混乱.

开始,我还没搞清楚,究竟哪一句是conclusion.
