OG 解释怎么也看不懂..其实这道题目我就有点不理解..C选项的“they do not allow adequately for revenue that will be lost through evasion”作何理解呢?

Assumption题。

C: 在为了实现一定税收收入的时候,lawmaker不会把某些人通过避税带来的损失计算在内。

取非:在为了实现一定税收收入的时候,lawmaker会把某些人通过避税带来的损失计算在内。如果这样,lawmaker就不用提高税率了。

PS: Allow...for...

If you allow a particular length of time or a particular amount of something for a particular purpose, you include it in your planning.

我觉得是,如果政府充分考虑到了提高税率会带来更多的由于逃税带来的损失,那么他就不会提高税率了
