答案是A,看了解释以后我可以理解。但是C为什么不对呢?如果大部分的slots是commercial airlines的,那么说明delays是commercial airlines的责任,那么再分配给它们slots不能减少delays,不就most doubt on the effectiveness of the solution了嘛

这是OG10-113 不是11

小明有4只苹果 lz有6只 60%  于是我再给小明2只 反而是加强不是削弱

即使按照lz的理解 那也有40%给了非commercial airlines 照样加强

payo你的意思是c取非后是加强而不是削弱吗?~~呵呵~~~我的脑子转不过来啊!能不能说得详细点呢?
