我个人觉得是b 很明显第一句不是evidence，而是editorial要反对的一个观点或要反对的一项建议。第二句是editorial说的一句陈述观点的句子。针对前面的第一句的观点，editorial给出了自己的判断，说不同意这个recommendation.所以我觉得是B 欢迎大家讨论
