对于A,不是很理解,大家帮忙解释一下吧!

plan的目的是attract new citizens, 

A选项说developers将费用以提高价格的方式转移到买家身上，高房价就没有了吸引力了，于是plan的目的就达不成了

B加强了

C无关类比（讨论其他例子来类比讨论对象，也是我们写argument时候常用来批判的一宗罪）

Ddeveloper怎么看待这个plan中的项目与题目没有关系

E说purchasers对recreational resources的态度，也是与提问没有什么关系的。

我的理解是这样的，希望和大家探讨

此题要注意结论中的后半句 :

build this new housing provide these additional facilities  at no cost to the city.

只有A选项和结论中要去寻找的Flaw有关。

考场中做题没有那么多时间去每个选项斟酌分析，，  要注意做题技巧！

你的D的说法我不是很赞同 我的想法是因为这些开发者把那些附加的东东看做很多的成本中的一个但是正独有要求不能增加费用所以不会有开发者来开发 所以计划不成功    讨论 继续

我开始也觉得D有道理
开发商把附加的东西看作成本，成本高了>>他们就不去这个城市做房子了>>没有新房子新设施，就不能吸引居民了


不过现在想一想，觉定开放商来不来开发是由利润决定的，不是成本决定的，即使成本增加，只要有高回报，还是会有开发商做的，其方法就是转嫁成本
这样看来D就不对了，只能选A

很赞同。这是一道flaw题，而不是削弱题，当然这道题你可以当削弱题来做，但是肯定是浪费了时间。
flaw题型的话选项中只能涉及文章中有的元素，很快BCDE就排除了。
仅供参考
