重點是說抽菸產生了 健康的問題  

跟出口是有相關 但不是最主要的一個 弱化本題的條件喔

恩 是A 的哦~~

但是我觉得不能说health care 由政府资助，政府就可以不顾一切的赚钱啊

而B 中说的该law会引起出口增加，不是刚好可以增加财政收入又不损害本国人民健康，不是刚好削弱原文么

嗯嗯 不是的

因為 A 的選項是說 Health care 是由政府資助, 因此就像是全民健保(不知大陸有沒健保), 國民生病 但是政府要支出國民部分醫療費用, 生病的人越多, 支出越多.

所以 政府一定會立下政策減少菸的銷售  否則會有更大的財產損失

是這樣的涵義~

可以像ls那么理解
但不通过该法律，是不是一定会有loss就不一定了.所以政府应该在销售利润和理疗费中权衡。

就像lawyer 大n说的：
是否该答案使作者再考虑他的观点或迫使作者做出反应或原文该前提能证明该结论吗？

a选项则起到了这样的作用，要重新考虑是其利润是否能cover理疗费
