我觉得C没有削弱原题，都是说新技术的存在对于海水提铀这个方法的重要性

而A是一种他因削弱，不一定是降低了成本才能海水提铀，陆地上铀的缺乏也是实施海水提铀的原因

不知道各位nn有啥想法
