曾是GWD题~~我看过这道题的讨论帖，貌似讨论的结果是D。  但是破解版的答案应该是GMAC的标准答案~~
我的理解是：政府提高了老人的pension,结论是这些老人并没有经济上的改善。问原因，
A:  老人们完全依靠pension生活，加强
B:  无关 ，没有提到pension check 的影响
C： 文中说要忽略inflation,
D：争议选项，我也一度认为选它， 但是我看到这句increase has been duly received by all eligible Runagians.说明所有的老人都有了increase,即使D说“the number of elderly Runagians below the poverty level reached an all-time high”，也不影响所有老人的收入提高。收入提高自然会生活变好，解释不了结论。
E  ： 孩子们补足老人们的收入，但是却是一个常数（ only  enough to provide them with a comfortable living），政府补助多了，孩子们的补足肯定少了，这样就可以解释为什么老人们的情况没有更好了。
PS：感觉Ｃ和Ｄ　都是在原题上兜圈子～对两个前提（忽略inflation，所有老人收入都有了提高）的变相说明。不构成解释的作用～
