题目自身的逻辑是：要7个国家同时行动，才能行动。行动完成后通知其他国家。

缺陷是：也就是我要看见别人行动我才能动。那谁第一个动呢？第一动的人明显就违背了这个条约，因为其他6个国家都没有动。所以这个条约的结果就是谁也不能动。

所以c，每个国家都有个很好的借口来不服从条约。

Why not choose A? I think C is quite similar to A in a sense that all countries might have excuse for not act on compliance and thus postpone the date.
