我在a与e中间纠结了好久，后来选了e，因为实在看这结构不顺眼。 就没顾重心改变了。

不可以改成making, making 有2种理解,第一可以作为定语修饰act,第二作为状语修饰谓语动词establish,表示伴随动作,造成句子歧义. 好吧,就当他是做定语, -ing做定语与that做定语的区别一个是一直在做(客观性,多次性) ,that是具体的一次,这个法律只是通过具体的一次provision, (这样美国一直在不停的搬首都了), 不是一直在通过provision,不像是我们以前说的law-ing什么什么的.要具体问题具体分析,ETS出题变刁转了

1.approved和make provision两个修饰成分不要awkward。排除BCD

2.E中made做谓语，非谓语establishing在句末表示结果最合适，但这里不是。A中made做限制性订从，established才是真正要强调的。

3.根据prep解释，the act of Congress国会立法案不仅仅只有一个

第三点解释略牵强。维基百科上注明，act of Congress的复数是acts of Congress，那么act of Congress不就是单数吗？而且我感觉这题目跟法案有几个不搭边啊。附上wiki地址：https://en.wiktionary.org/wiki/act_of_Congress
