B和D错究竟是错在使用了现在分词？（如果是，为什么错？？）还是因为结构问题（B是主语离谓语太远，D是头重脚轻）？？

同意楼上的对D的解释，但是E选项已经用also明确了伴随状语，所以应该不存在修饰功能的歧义。

D中为什么不可以改成分词啊，我看了下面一个人的解释，说是approved April 24，1800和making一起修饰主语，中间要加and链接，为什么呢，表示伴随不好么？

这道题自己做prep也错了，现在回来看看，感觉如下：

原句 Approved April 24, 1800, the act of Congress that made provision for the removal of the government of the United States to the new federal city, Washington, D.C., also established the Library of Congress.

句子结构：

(状语，) 主语 (that made............city)  (,city的同位语,) also established........

同位语作为插入结构必须前后都有逗号。

approved部分是次要的状语修饰成分；made provision for是对主语act的紧密的修饰成分，所以用从句；also是副词不是连词，所以also established...是本句谓语+宾语，并不是并列成分。

B,D两选项将approve...作为that从句，而making...作为伴随状语，我认为是将两者在句中的重要性做了错误的变化。

C中最后部分的and是连词，相当于另起一个句子与前面并列，则前句没有谓语动词了。所以不对。

E将本句的主谓宾换成伴随，将从句变成了主句，意思重心颠倒了。

本人verbal大白菜一颗，这两天仔细研究了一下句子结构（白勇第二章），感觉有所悟。

初次对verbal题发表一下自己的看法。。说的不对的地方，请大家指正=）

E. Approved April 24, 1800, the act of Congress made provision for the removal of the government of the United States to the new federal city, Washington, D.C., also establishing also把establish改成分词形式,使句子重心变了,意思侧重点也变了.

所以相比只有A还好.

我提一个解答B的方法，若是B，原句是The act of Congress, which was approved April 24, 1800, making provision for the removal of the government of the United States to the new federal city, Washington, D.C., also established the Library of Congress。

把上面原句换成The act of Congress, which was approved April 24, 1800,establishing the Library of Congress also made provision for the removal of the government of the United States to the new federal city, Washington, D.C..

这样看懂了么？establish和make两个动作的确有主次分别，但是无论哪个主哪个次，在句中成为ing形式都简直太难理解了，establish和make都不具有持续性，都只是时点的感觉，因此加ing给人印象一直持续的动作。

另外几个人都没说，英文里also有并列的作用虽然它不是并列连词，这题我见also就马上把that里从句动作和主句动作形式不一样的踢掉了。应该算习惯了吧，最近also题超多......
