正确答案是B

据(2)可求出当账单的十位数<=4，tip was not greater than 15%；当十位数>=5时，tip was greater than 15%；

但我觉得仅根据（1）（2）无法判断账单的十位数究竟大于5，还是小于等于4，所以was the tip...的答案有“是”或“否”两种可能，不唯一，因此我选E

题目说tip就是tens digit *2,所以（2）可以推出消费了40-49元，在此范围内,tip都大于15%，所以B.
