Indeed, most of the 80% people regarding “less congestion during their highway commute” as their primary benefit. If every one is expecting other people would take commuter rail rather than drive, the plan is obvious failing.
D expanding the commuter rail system will require the construction of dozens of miles of new railbed. The commuter rail does occupy some existing road area, however, it still take better usage of the road than the same area of road left for driving.
