approach to 固定的搭配是后边加名词，如the approach to teaching freshman

the way to do 是固定搭配

刚才翻了一下自己家的longman，也发现了approach to teaching的例句，没有发现可以用approach to do，建议这道题选ways to do

这道题问了一下新东方教语法的老师，认为是B，大家可以参考

A组织 give B(下属部门) guidance ... to the claim from the consumer

...是下划线  集中在 C. to respond in the correct way 和 B. on how to respond

C的问题就是respond的主语能不能是B，但是我查了一下LONGMAN，可以。可是google上guidance on how to的用法更多。所以不知道到底选啥。

我觉得应该是B。respond的主语不能是B，为什么？一个组织也能respond吧，不仅仅是人吧，gmat不会严格到这种程度吧。

C选项是不定式试图修饰名词，这样的结果就是不定式有做目的状语修饰主语的歧义。
