我选的是D  我觉得意思是因为通讯设备可以给S国的公民带来信息，从而而已更好的压制S国的政府 是不是D的错误是处在most effective上啊

我觉得d是无关项.

该题与r的政策出于什么目的无关.

gap在于c,即,因为r立法不赞成通讯设备的出口.因此才会有题中要求对通讯设备出口的豁免.

我想问问看的是 那个运营商说的这句话到底什么逻辑呢，如果翻译成要压迫一个国家就不能对那个国家的人民开放通讯设备的话，那这个运营商不是在搬石头砸自己的脚么~~

应该选B  取非削弱。 换言之，原文说的是telecommunication会让 S less repressive, 那么假如telecommunication不仅仅局限在某一个群体的话 其实就是说会在整个S产生这种影响

的确是B，conclusion:应该要豁免对这些器材的禁止出口　　支持的原因是：不普及这些电信通讯手段，S国人民就无法摆脱受压制的状态－－＞X

而B正是桥梁，解除禁运，带来S国上层阶层不再专有信息通讯－－＞普及了电信通讯－－＞X－－－＞Conclusion
