设想，如果人家国家根本没有卖给你东西，你就没有任何关闭市场的可能阿。总要互相都有市场，才能互相关闭来报复吧。

不是啊,如果是按楼上的意思的话,D选项不就应该改成: each of the two countries must have at least one market open to the other.只有这样的话才能实现报复的愿望啊

我的理解到底是哪里还有偏差??
