NETMAN数学JJ NO10的质疑

10There are five minorities in a nation, the total population is 50 millions, J,K,L,M,N(listed from the most to the least), the population in each minority might be equal, the N has 2 millions people, and L has 21 percent of the total population, what might be the most numbers of the population minority M?

(2)6
(3)7
(4)8
(5)9
My answer: C
自由的答案:不同意,应该是第5个答案吧?

I am not sure about this one.  In my exam, it was 6 minorities, I, J, K, L, M, N (in descending order of popluations),  L is 21% and N is 2 million.  Again, there could be ties.

Asked the largest popluation possible for M and the answer was 50*(1-0.21*4) - 2 = 6
