I see what you means.
In this article(#105), the first paragraph tells us local governments tried to allure idustries.  Thus forms a zero-sum game.  That means the same as what we see here " victimzing other geographic areas by taking their jobs away".  But, the new approach, high-technology development, is better than the zero-sum game since the goverment do it by developing new industry for special trained workforce instead of taking jobs from other areas.

我觉得应该这样理解：
虽然这种方式比牺牲其他地域抢走他们的就业机会好一些，但是它也有自身的缺陷。
"sth is preferable to sth else" means "sth" is better than....
