我觉得是这样理解，文中没有提到发动机 主要是讲污染问题。

如果buse只有1/4时间是用于正途－接送旅客，那么3/4时间都是在街上晃（因为没有停车位），这样说明了停车位的重要性，车都有地方停了就不会造成污染了。
