题目不是说治疗高血压可以节省治疗中风和心脏疾病的医疗支出，但只占治疗高血压钱的1/4，所以预防高血压没有经济必要性吗？A说高血压造成的中风和心脏疾病虽然医疗支出小但能造成其它巨大经济损失（比如停工呀死亡呀），从而削弱了题目的观点。
