D选项中如果spending作伴随状语，那么伴随状语的逻辑主语(doctor)与主句的主语(plan)是不一致的；个人觉得有问题。

我自己做题的时候选了A，see和spend并列。

我每次做题目看到动词就想动作发出者, 只有当动作发出者一致时才能平行.
所以这里三个动词:impose, require, spend.
impose和require得动作发出者都是plans.而spend得动作发出者是doctor>
所以impose和require可以并列,而spend不能.
所以只有D对了.

我发现如果没有找到正确的方向，SC看的越多，越差。做了100多道pp1后，恍然觉得，自己做题的方法错了。

以前的大牛说前三词，后三词，就能做出一道题。虽然我没达到这种水平，但是一直也是一上一道题目就主谓一致，平行结构（注重形式上的平行），等等规则的排除，结果碰到很多题目表明符合这些规则，或者表面平行，实际逻辑意思错误。

很快就要考了，不知道能否纠正这种做题的错误习惯，也不知道实际考题是不是也如同PP。仅pp一道题来做为例子。

In my opinion, senten correction should start from the logic structure, just use some rules is never enough.

but at the early period, we can use those rules to quickly find the access.

Here, impose and require is the verb leaded by lower-end insurance plans, but the spending is talking about doctor.
