环境组织希望保护 WWA 的环境，免受居民的开发。方案一：买地。这个方法是很差的，因为：1、农民会把地卖个出价最高的人（开发的人会出价最高，所以环境组织买不到地），2、如果种地是可行的，农民压根就不卖地。但如果农民unmodernized,种地就不可行，而modernization的必要条件是 financial resources.  方案二（文中的a more sensible preservation）帮助农民modernize their farms

所以文中说方案二更可行，因为帮助农民modernize their farms， 农民就不卖地，那么就禁止了residential development

所以第一句是总的goal,并且有两种strategies在探讨，第二句是反对方案一、支持方案二的

感謝sarahzhensh的回覆 不過 小弟還是不大明白 原因如下

1)judgement在"the second is a judgement providing a basis for the argument's advocacy of a particular strategy"是代表什麼意思呢 一般來說judgement意思是說判斷,決定的意思吧

2)再者, 方案二一直到了文中的最後一句才出現 那答案D裡的前半怎麼能說the first presents a goal, strategies for achieving which are being evaludated in the argument呢

1.那句意思就是"第二句为整篇argument提倡的那种策略提供了一个基础，”（也就是提供了一个论据的意思）

2、the first presents a goal, strategies for achieving which are being evaluated in the argument.（这句中的which就是指goal,也就是说第一句是goal,实现goal的strategies是在整篇argument中被评价的）

问的是两个斜体字之间的关系。明显第二个斜体字是说明第一句话为什么不信服的一个原因。而第二句话后面转折是原文的观点，明显作者并没有认为这个计划不令人信服；所以b是显然错误的；

A中，第二句话的作用说错了，应该是说明计划不令人信服的原因，而不是决绝认为这个计划不令人信服的原因；
