我搜索过了，但解释都不是很详细，我还是不明白。

题目说：D任期内，不但新增就业机会(not only were more jobs created than were eliminated),新工作的平均薪水高于当年平均薪水(but the average pay for these new jobs has been higher than the average pay for jobs citywide every year since Delmont took office),所以整体薪资水平稳步提高

D选项是说减少的工作的平均薪水与当年整体平均薪水大致持平

假设原有job为A，平均薪水x，新增job为B，平均薪水y，减少job为C，平均薪水x，并且B>C，y>x

则（Ax-Cx+By）/(A-C+B)>1

A选项是比较两个时期新增工作的薪水，无法直接退出两个时期整体薪水的高低，不确定因素太多。

不是牛人，不知道说清楚了没，其实就是数学题...
