MM，首先请你提问的时候标明一下是第31题，好让后面的人看起来更清楚些。

其次你的理解很对啊。A就是指出了一种私人不会更好serve的possibility呀：这些人是想开采资源才去竞标的，必然不会好好的serve呀，而是破坏了资源呀。那不就weaken了嘛。
