我的理解如下：
十多年以前：调部分查超速的警察去打击非法停车， 结果：打击没有成功。
如今： 调部分查超速的警察去打击毒品有关问题， 但是超速的罚单还是一样多。
做结论的人就是认为警察人力资源一定，如果调查超速的人来查毒品问题，那么查超速的人手少了，你就不应该还能发出这么多超速罚单。而现在罚单还是一样多，再加上E这个条件，所以就可以有这样的结论 “the excuse about resources being tied up in fighting drug-related crime simply is not true”.
D中说 “the police could be cracking down on illegally parked cars and combating the drug problem without having to reduce writing speeding tickets”，但是以前并没有cracking down on illegally parked cars 。

writing speeding tickets何以前一样多--->resources没用在fighting drug-related crime上
assumption就应该是resouces 不能被同时用在两个上面
