因为文章中的提议的逻辑是when more than one nominee is to be named for an office, prospective nominees must consent to nomination and before giving such consent must be told who the other nominees will be。
就是当有超过一个人被提名时，首先被提名人要先同意被任命，然后才能......。
这正好和题目的假设条件不一致（就是最上面翻译的话），所以只能没人成为被提名人。
