15. In the effort to fire a Civil Service employee, his or her manager may have to spend up to $100,000 of tax money. Since Civil Service employees know how hard it is to fire them, they tend to loaf. This explains in large part why the government is so inefficient.
It can be properly inferred on the basis of the statements above that the author believes which of the following?
I.  Too much job security can have a negative influence on workers.
II.  More government workers should be fired.
III. Most government workers are Civil Service employees.
(A) I only
(B) I and III only
(C) II only
(D) I, II, and III
(E) III only
这个题答案给的1,可是我觉得3也能推出来,你看他先说,civil service 的人怎么样loaf,然后又说
goverment 就inefficient ,所以我觉得这个是由各种间的假设再里面啊,这个桥就是大多数的政府工人,都是civil service employees.

When the choice has "more", "most", "little", and other such words, you need to make sure that the question actually and assertively said so. In this question, how can you get "most" from the question? I think you made an assumption that only when most of the government workers are loafing will the government be inefficient. It might or might not be true. It is possible, as the issue is not addressed in the question, that the government is efficient because there is only one civil service employee in the government and he tends to loaf.

In CR, no matter how reasonable or ridiculous sth. looks, unless it is common sense, you cannot say it is correct or wrong.
