这个题答案给的1，可是我觉得3也能推出来，你看他先说，civil service 的人怎么样loaf,然后又说
goverment 就inefficient ，所以我觉得这个是由各种间的假设再里面啊，这个桥就是大多数的政府工人，都是civil service employees.

In this question, how can you get "most" from the question? I think you made an assumption that only when most of the government workers are loafing will the government be inefficient. It might or might not be true. It is possible, as the issue is not addressed in the question, that the government is efficient because there is only one civil service employee in the government and he tends to loaf.
